I do not know how a private steel company might be working. Though, I can make a very approximate guess of its culture. Because of long association of my dad in a private company. My dad was faithful to the management and would obey its directives. Also in a private company its employees are expected to completely solve all its issues fully on its own for the benefit of the company. And foresightedness is also expected to make the company move ahead.
In a steel PSU, the old Nehruvian model of committee is the main guideline. A committee is expected to be unanimous in its recommendations to the management. A committee is normally headed and its discussions are managed by a chair. In the case of non-unanimity in its decision, the chair may take an action in view of the welfare of its objective.
A daily work of an employee is to monitor the working of a company, suggest alternatives to the company or take action on committee recommendations. A work of an employee cannot be in any way termed to be illegal if the employee works under a committee guideline. However, local politicians and goons may threaten an action as unlawful to promote their own people up in the ladder for reasons best known to them.
